The Government Barometer survey has been conducted by WWF, and the ratings of the EU governments is the responsibility of WWF.
The scorings of the third round of the government barometer have been conducted January – March 2006. The scores have been generated by a WWF representative based in the country in question and a scoring team to ensure consistency across different countries. The current Government Barometer was launched in April 2006. It is the third Government Barometer survey - the first survey was launched in April 2004 including only the 'old' EU member states; the second survey was launched in September 2004, already including new member states. The questions have largely remained the same since the first scoring in order to ensure a maximum of comparability. This allows also to assess changes over time in government attitudes and actions.
In this rating of the EU governments we have focused on 11 issues (2 questions more than in the previous years), which are important in ensuring effective action against illegal logging. The top score in previous scorings was 18 points. This top score has increased to 22 points.
The following scoring scales have been used in 2006:
16 – 22 points: good (in 2004: 13 – 18 points)
9- 15 points: on the right path, but needs improvement (in 2004: 7 – 12 points)
0-8: inadequate (in 2004: 0-6 points)
We have scored the government's efforts with regard to these 11 issues from zero to two, and thereby calculated a total score for all countries as well for all issues.
Note! Please note that this scoring is not evaluating the ability of governments to eliminate or avoid illegal logging in their own country.
