The strategic aims of Finland's forest policy are being set in the current review of country's National Forest Programme. The National Forest Programme 2015 will be discussed in the Government at the end of January 2008. The new strategic program will emphasize the need for a balanced functioning of both family forestry and the timber market.
The Ministry of Agriculture and Forestry is co-ordinating the review of the 2015 program.
It contains six core topics:
- ensuring competitiveness of the forest sector,
- improving climate change and energy –related benefits of forests,
- ensuring biodiversity and environmental values,
- increased use of forests for cultural and recreational purposes,
- improving know-how in developing the forestry sector,
- promotion of sustainable forest management and exploitation in international forest policy.
The program sets out the aims for each core topic and the measures to be taken in order to reach these aims. The previous National Forest Programme 2010 is included in the present governmental programme which serves as a basis for government’s work.
Finland's National Forest Programme 2010
The National Forest Programme 2010 is the cornerstone and strategic foundation of the Finnish forest policy. The Programme aims to ensure forest-based work and livelihoods, biodiversity and vitality of forests and opportunities for recreation for all citizens. The programme was prepared as an open process between all stakeholders in forest issues. The cooperation continues in the implementation, follow-up and development of the Programme.
The Government approved the Programme in 1999 and since 2000 it has been implemented as part of the Government Programme. The Ministry of Agriculture and Forestry coordinates the programme implementation with the help of the Forest Council and its Secretariat and Working Groups. Different administrative sectors, industries, NGOs and expert organisations are represented in the Forest Council.
The revision of the National Forest Programme 2010 was started in autumn 2005. The Finnish Government should adopt the revised National Forest Programme 2015 towards the end of 2007, when the decisions on the future of the METSO Programme will also be made.
