Both Council and Parliament have adopted the amending Regulation to the EU deforestation regulation (EUDR), extending the start dates for implementation.
Parliament voted in broad majority (546 votes to 97 and 7 abstentions) on 17 December, closely followed by the Council’s decision on 18 December. The formal endorsement marks the final step in the ordinary legislative procedure. The regulation will now be signed and published in the Official Journal of the EU, so that it can enter into force before the end of the year.
Under the amended EUDR, large operators and traders will need to comply with the new rules starting 30 December 2025, while micro- and small enterprises have until 30 June 2026. This one-year delay addresses concerns from forest owners, companies, and authorities about readiness to meet the regulation's requirements and provides additional time to prepare for the EUDR’s implementation.
Throughout 2025 further clarifications and additional simplifications will need to be explored to streamline reporting and documentation obligations, to ensure that the EUDR can meet its goal to minimise global deforestation.
