Cross-sectoral Policy Impacts on Managerial Economics and Accounting in Forestry
Report by Mersudin Avdibegović, Coordinator of IUFRO Working Party 9.05.03, Bruno Marić, WP 9.05.03, http://www.iufro.org/science/divisions/division-9/90000/90500/90503/ and,

Forest ecosystems contribute to the needs of modern societies in multiple ways, which include cultural, economic, environmental, institutional and social dimensions. Policies in related areas such as agriculture, energy, climate changes, biodiversity, water and tourism heavily affect framework conditions for forests and the environment. At the same time, global trends such as increased demand for energy and raw materials, trade liberalization, and the diversification of demand for forest goods and services, have enhanced reciprocal reflections - goods and services from trees and forests become increasingly important and demanded by other sectors.
With the aim to capture a broad analysis of the issues related to sustainable forest management in the context of cross-sectoral policy impacts on economic returns to forest management as well as to assess how forest managerial economics and accounting can provide information for policy deliberations, the international IUFRO Symposium "Cross-sectoral policy impacts on managerial economics and accounting in forestry" was jointly organized by two IUFRO Units (9.05.03 – Cross-sectoral Policy Impacts on Forests and Environment and, 4.05.00 – Managerial Economics and Accounting) in Sarajevo, Bosnia-Herzegovina, on 4-6 May, 2015.
Discussions focused mainly on the following issues:
Economic monitoring by means of forestry accountancy data networks
Cost analysis and efficiency assessment for integrative and multifunctional management regimes
Economic evaluation and forestry investments
Forest governance and cross sectoral policy effects
Financial incentives and economic instruments for sustainable forest management
Due to emerging cross-sectoral policy impacts on forests and environment, there are substantial effects on framework conditions for forest management which deserve to be economically identified and assessed. Appropriate economic and environmental analyses in forestry set up the fundaments of decision-making but also help to better understand how to engage with other sectors so as to coordinate and harmonize policies, especially in areas of conflicting priorities.
To secure further forest development in the light of global change, it is necessary to develop and implement a set of institutional and economic instruments addressing emerging societal needs from forest ecosystems. Some new qualitative and quantitative approaches, based on the role of economics and accounting systems in governance of cross-sectoral forest policy impacts, such as: developing up-dated indicators for sustainable forest management and "good forest governance", benchmarking systems, interconnections between forestry and other sectors, risk assessment and uncertainties as well as appearing ecological, social, political, economic and technological changes, were presented and discussed at the Symposium as potential applications of developed theory in forest sector. Topics presented in the Symposium well covered some priorities defined in the IUFRO Strategy 2015-2019.
Extended abstracts of 25 papers were submitted by authors from 13 countries. The abstracts were peer-reviewed, edited by the team of editors and published in the Proceedings (84 pages) by the Faculty of Forestry University of Sarajevo (CIP: 630*6(063)(082)(048.3); ISBN 978-9958-616-27-3; Cobiss: BH-ID 22079750. The authors are invited to submit full papers to the scientific journal "Works of the Faculty of Forestry" to be published.

Forestry: Bridge to the Future
Report provided by Milko Milew, Dean of the Faculty of Forestry, University of Forestry, Sofia, Bulgaria
The conference on "Forestry: Bridge to the Future" took place on 6-9 May 2015 in Sofia, Bulgaria. The Faculty of Forestry of the University of Forestry in Sofia is a long-standing member of IUFRO. IUFRO Division 4 Coordinator Jean-Luc Peyron and IUFRO Division 1 Deputy Coordinator Kevin O'Hara participated in the meeting.
The event was dedicated to celebrate the 90th anniversary of higher forestry education in Bulgaria and brought together 140 participants from 30 countries. One of the sessions was the 7th Annual Meeting of the Conference of Deans and Directors of European Forestry Faculties and Schools (ConDDEFFS).
Meeting website: http://conf2015.forestry-ideas.info
The conference was a good occasion for scientists to present the results of their research work. Recent studies have shown that due to many circumstances such as climate change, social and economic factors, forestry is becoming very important for the environment and humans. As more scientific information about global processes accumulates, climate change is emerging as perhaps the greatest environmental challenge of the 21st century. What is more, air pollution, soil degradation, desertification and deforestation are intricately intertwined with and all contribute to climate change, necessitating a comprehensive approach to a solution.
Key discussion issues:
Climate Change and Forests
Forest Biology and Ecology
Forest Operations and Wood Processing
Forest Economics and Management
The modern world is dynamic and this fact defines a higher level of risk associated with manifesting weather extremes that affect the vegetation, soil, wildlife and human society. Therefore, the challenge to science is to investigate carefully and thoroughly the processes related to climate change effects on forest ecosystems. It is a responsibility towards present and future generations.
An immediate task for forestry is to offer adequate ways of adaptation for forests and natural ecosystems. For this purpose it is necessary to continue the implementation of such important activities as:
Careful analysis of meteorological information;
Development of appropriate silvicultural systems;
Genetic research and breeding focused on establishing and using resistant and tolerant genotypes;
Improving methods for limitation of abiotic and biotic damage;
Development of systems to mitigate the impact of climate change;
Monitoring and prevention activities in forest ecosystems.
The papers presented orally or as posters at the Conference will be published in the journal "Forestry Ideas" after undergoing a peer review. The next conference in this series will be held in the year 2020.

World Wood Day – Celebrating "Wood is Good" by Cultural Approach
Report by Howard Rosen, Coordinator of IUFRO Working Party 5.10.01 Wood Culture
http://www.iufro.org/science/divisions/division-5/50000/51000/51001/
How would you like to go to a celebration with people from 93 countries, including wood carvers and turners making art pieces, musical groups playing wooden instruments, tree planting to improve the environment, talks on how the use of wood has affected people's lives throughout history, and other entertainment such as folk dancing and puppeteering? Well one just occurred in Odunpazar? District of Eskişehir, Turkey, from March 6-31, 2015 with over 400 attendees.
Endorsed by IUFRO, these celebrations of World Wood Day (WWD) occur around March 21st each year. The main event is about one-week long and the post-events can last several weeks. The events are focused on wood culture, which encompasses the human use of wood: the value and the way people use wood in society. Wood culture can include: activities with wood, human or societal attitudes toward wood, wood products, and wood-related environments. WWD is celebrated on the same day as the UN-declared International Day of Forests, which calls for global society to support sustainable forestry that in turn would yield sustainable wood production, forest products, and wood culture for future generations. This year was the third WWD celebration, the first was in Dar es Salaam, Tanzania in 2013 and the second in Xianyou, Fujian Province, China in 2014. Regional events have also been held throughout the world.
At this year's celebration, booths were set up so that the hundreds of people of all ages from the general public and other attendees could view and learn from woodcarvers, wood turners, furniture makers, and folk artisans. Events also included demonstrations and, performances of various wooden musical instruments and a special children's program over several days. A technical symposium with 31 speakers was held under the heading of Wood and Humanity: An Interdisciplinary Approach to Sustainable Development. The day after WWD, many of the participants travelled to a local community park to plant black pine (Pinus nigra) tree saplings to emphasize the need for a sustainable source of trees for both beauty and products.
You might ask, how did this all come about. The International Wood Culture Society (IWCS) was founded in the United States in 2007 as a non-profit, non-governmental international network of wood enthusiasts, dedicated to the research, education and promotion of wood culture. IWCS established the World Wood Day Foundation (WWDF) several years later to hold annual World Wood Day celebrations and to manage funds and grants to carry out the foundation's missions. The connection to IUFRO was the formation of Working Party 5.10.01 Wood Culture within IUFRO Division 5 Forest Products. The programs have been interconnected since the formation of the Wood Culture Working Party.

First Meeting of the IUFRO Board in the new term of 2015-2019 in Vienna, Austria
The 54th Meeting of the IUFRO Enlarged Board took place on 15 and 16 April 2015 at the Urania conference center in Vienna, Austria. The meeting was chaired by IUFRO President Mike Wingfield.
In his opening speech Mike Wingfield particularly underlined the special nature and unique character of IUFRO as a non-governmental organization in forest science; the power of IUFRO's scientific Divisions; and the challenge of equally representing all forest-related research fields and geographic regions.
He focused on IUFRO's new Strategy 2015-2019 as the roadmap for the coming years up to the XXV World Congress in Curitiba, Brazil. He also expressed his satisfaction that there were no more formal impediments for the new Vice-President for Task Forces to serve in this position and welcomed John Parrotta to his team.
IUFRO Headquarters
Executive Director Alexander Buck expressed the continuing commitment of IUFRO Headquarters to provide the best possible support for networking cooperation in the organization. He highlighted that the portfolio of tasks and activities had grown significantly over the past years. This work is being carried out by a committed team of people representing 7 full-time equivalents in Vienna and about two full-time equivalents in Helsinki.
IUFRO Structure
Björn H?nell, Vice-President for Divisions, presented, among other things, the finalized IUFRO Structure. It is currently composed of 247 Units and 750 officeholders out of whom only every fifth officeholder is a woman. H?nell suggested that there was still opportunity to enroll additional officeholders until operating at full strength with 4 officeholders per Unit and up to 1,000(!) officeholders in total. In this context, he underlined the importance of further improving gender, age and geographical balance in the network.
New Task Forces
John Parrotta, Vice-President for Task Forces, Special Programmes, Projects and IUFRO-led Initiatives reported that following an Open Call, ten proposals for new IUFRO Task Forces had been received. Eight of these have now been approved by the Board:
Contribution of Biodiversity to Ecosystem Services in managed forests (CoBES) – presented by
E. Brockerhoff on behalf of Hervé Jactel
Sustainable Planted Forests for a Greener Future – presented by Christophe Orazio
Sustainable Forest Biomass Network – presented by Ms. Maliwan Haruthaithanasan on behalf of
Viktor Bruckman
Forest Adaptation and Restoration under Global Change – presented by Andreas Bolte
Climate Change and Forest Health - presented by Elena Paoletti
Forests and Biological Invasions - presented by Sandy Liebhold
Forests, Soil and Water Interactions - presented by Adam Wei on behalf of Richard Harper
Resources for the Future: Transformation in Forest Use – presented by John Innes
A proposal for an IFSA-IUFRO Task Force focused on higher forestry education is still under development.
The establishment of Task Forces is an open and continuing process. Generally, there is potential to establish additional Task Forces in order to further broaden the spectrum of inter-Divisional, cross-disciplinary collaboration, and perhaps more targeted towards social sciences.
One of the actions included in the IUFRO Strategy under Goal 1 and the related Objective "Identify emerging areas of research" is to establish a foresight mechanism. The Board invited Jerry Vanclay to develop a proposal for a Task Force on Forest Foresight for review by the Board.
New Special Programme
The Board approved the establishment of a new Special Programme, the IUFRO Directors' Forum, to be coordinated by Konstantin von Teuffel in the period 2015-2019. The IUFRO "Directors' Forum" (DF) aims at providing a platform for the exchange of knowledge on and the advancement of the management of forest research at global and regional levels. As an IUFRO Special Programme the initiative brings together heads of institutions of forest research and higher learning within and beyond the IUFRO network and from all regions of the world.
IUFRO Regional Congress for Asia and Oceania 2016
The Board approved to hold the IUFRO Regional Congress for Asia and Oceania from 23-28 October 2016 in Beijing, China, as proposed by the Chinese Academy of Forestry in its written proposal submitted to IUFRO.
IUFRO 125th Anniversary Celebration 2017
Konstantin von Teuffel, Coordinator of the Special Programme Directors' Forum, informed that the Minister of the Province of Baden-Württemberg had officially confirmed Freiburg, Germany, to be host city of the IUFRO 125th Anniversary Conference on 20-23 September 2017.
Elisabeth Johann, Deputy Coordinator 9.03.00 "Forest history and traditional knowledge", is currently preparing a brochure on 125 years of IUFRO to be presented at the IUFRO Anniversary Conference in 2017. She presented to the Board a proposed outline of the brochure and illustrated major steps and the time line of her work on IUFRO's history.
IUFRO at UNFF11
The 11th session of the United Nations Forum on Forests (UNFF11) was held at UN Headquarters in New York from 4 to 15 May 2015, with the High-Level Segment taking place from 13-14 May 2015. Around 600 participants, among them 30 Ministers and Vice Ministers, represented 126 countries, 27 IGOs and UN entities, 15 NGOs and Major Groups. http://www.un.org/esa/forests/
International Arrangement on Forests
One of the major topics of discussion was the progress of the International Arrangement on Forests (IAF), its effectiveness and its contribution to the Sustainable Development Goals. The IAF also relates to the Collaborative Partnership on Forests (CPF), a partnership of 14 international forest-related institutions including IUFRO. In the draft Ministerial Declaration "The forests we want: beyond 2015", Ministers committed themselves to strengthen the IAF, to extend it until 2030 and, to take steps to advance sustainable management of all types of forests. The Ministers also committed themselves to support the work of the Collaborative Partnership on Forests as a strategy for improving coherence and synergy on forest issues at all levels.
Joint statement of CIFOR/IUFRO/ICRAF
One of the highlights for IUFRO on the first day of sessions was a joint statement by CIFOR, IUFRO and ICRAF to the UNFF. The three organizations are CPF members and have a primary mandate to advance forest science and the uptake of scientific results in policies and decision making.
Since the establishment of the International Arrangement on Forests (IAF) in 2001, all three organizations have been active in providing the Forum and its member states with relevant scientific information. They have established various initiatives – the IUFRO-led Global Forest Experts Panels (GFEP), for example - that respond effectively to the information needs of policy makers and stakeholders at an international level.
The three organizations proposed the establishment of a forestry science-policy interaction platform and invited UNFF Member States to consider its potential opportunities. http://www.iufro.org/news/article/2015/04/30/a-science-policy-interaction-platform-on-forests-side-event-at-unff-11/
